Maybe if Ryanair hadn’t started to charge passengers for putting a suitcase into the hold in the first place, people wouldn’t bring larger bags into the cabin! While it never ceases to amaze me how much ‘stuff’ people bring onboard an aircraft these days, this only encourages people to abuse the rules of what is allowed.
As for the original charges being brought in to minimise check-in and baggage handling costs, I think it’s got far more to do with Mr O’Leary introducing a new money-making scheme - after all, does he really think that passengers go on holiday (even a short break) without taking a suitcase of some description? Of course not! And presumably passengers have to pay an additional fee for a Priority booking to qualify for the 20kg baggage allowance (plus cabin bag) as well, so you’re being charged every which way!
However, it’s to be hoped that as Bob suggests, JY book Priority tickets for all their Ryanair flights.
