Is there a minimum number for this tour to go ahead?

At the moment it hasn't been cleared to operate - ideally we need 10 for this date to run. However, the ground team are currently trying to see if we can operate this tour with the smaller group and there is still a chance for a few more bookings to come in. I understand that a decision is going to be made in the next week or so.
