As far as I know the TM doesn't do the pre-tour stopover - that was certainly the situation when it was to Dubai.  Things may have changed since however....

The hotel in Singapore is the 4-star Park Regis Singapore. It's centrally located within close proximity to the city’s popular entertainment, dining and cultural hubs of Clarke Quay, Boat Quay and Chinatown. Hotel facilities include a restaurant, bar, outdoor swimming pool and gym. Bedrooms have private facilities, air-conditioning, TV, coffee/tea-maker, mini-bar and hairdryer.

The Tour Manager hasn't been assigned yet.
