It depends on how she is travelling to Montreal, if its by Air she will need an ETA but if it is by land she will not need one.

I hope you can help me with this query.  I have a friend who is travelling to Montreal from USA on a British Passport and is getting conflicting advice as to whether she needs a Canadian esta to enter the country.  She has an American esta for her trip from UK.
