Is there a reason why it is still not possible to display a photo as my avatar?

I can change it to one that Just You provide but still can't upload any photo. No-one else has a photo either.

The butterfly is lovely, but doesn't half make my arms ache !! I still have my angel so I guess it isn't all bad news but we all seem to be incognito.
